What you need?

-Dog training

-Suggested Video on Youtube

Get an Affiliate link and add a tracking ID for the product from Clickbank (ex. Dog training). Save the link to your notepad.

Look for a creative commons video on the filter section related to the product on youtube.

Take the video link and download the video using a YT video downloader.

Go to canva.com and create a design. Type "Story ad" on the search tab.

Upload the video you downloaded.

Cut the video down to less than 60 seconds and add some text. Then download the video.

Upload the video on your YT channel.

Click 'Create' on your YT channel and upload the video.

Add a Title as your headline and add #shorts

Go to bitly and make your affiliate link short or use your domain presell page link.

Add a short description with your affiliate link/presell page link for the product.

Add a thumbnail. Use a thumbnail from a YT video with a lot of views using a screenshot tool. (techsmith.com)

Set up the settings to your preference and set monetization 'ON'.

Set the visibility to 'Public'.

And there you have your Youtube shorts. :)
